As per provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 all new intending projects (Developmental & Industrial) are required to obtain "Consent to Establish"(popularly termed as NOC) from State Pollution Control Board. Depending upon the pollution and hazard potential of industrial activities, the industries are categorised as   red , orange, green , white and exempted. There are  siting restrictions for these industries. Prospective entrepreneurs should take into account these restrictions while selecting land for their proposed industries. The power to grant NOC for industries is furnished below :

Application fee depends on the Gross Capital Investment on land, building and plant machinery of the project.

For obtaining NOC from the Board, the entrepreneurs are required to apply online (http://emis.wbpcb.gov.in). NOC is granted with validity for seven (7) years. Some of the important documents required to be submitted along with the application form are as follows.

Documents

  • Paid Bank Challan for depositing fees (3rd copy)
  • Any land related document (rent agreement, rent receipt, land deed, porcha, lease document as applicable)
  • Gross Capital Investment Certificate (Self certified undertaking)
  • Self certified site plan/lay out with road map/route map
  • Project Report with details of emission, effluent, solid waste management plan, raw materials, finished products, manufacturing process including list of machinery
