E-wastes Management

Waste electrical and electronic items are termed as e-wastes. Such wastes when disposed or recycled carelessly can cause damage to health and environment and hence for regulation of e-wastes, the E-waste Management Rules, 2016 were notified by the Ministry of Environment & Forests, GoI in March 2016. 

The main feature of the rule in the provision of Extended Producer Responsibility (EPR) which makes producers of electrical and electronic equipment responsible for ensuring environment friendly recycling and disposal of their end-of-life products. They are now responsible for generating awareness about disposal of e-waste among their customers and for providing them requisite information and support on dispsoal of end-of life products.  

Under these rules producers of electrical and electronic goods who offer their products for sale on a pan-india basis are required to obtain EPR Authorisation from the Central Pollution Control Board. Producers who sell only within one state can obtain authorisation from the concerned State Pollution Control Board. Dismantlers and recyclers of e-waste are mandated to obtain authorization from the State Pollution Control Board. Recyclers and dismantlers are also required to obtain registration for collection of e-waste. Refurbishers of electrical and electronic equipment are required to obtain one time authorisation from State Pollution Control Board. 

Through an e-waste inventorisation study conducted in association with the Indian Chamber of Commerce (ICC) and GIZ in 2009-10, it was estimated that the e-waste generation in the Kolkata Metropolitan Area (KMA) was 25999 MT for 2010 of which 9290 MT was available for recycling while only 2022 MT was actually recycled. The total waste quantum for the study area was predicted to grow to 144823 MT in 2019-20.
