The Project

Pollution Prevention and Waste Minimisation

of Small Scale Industries in Kolkata Metropolis Area

Considering the background situation as illustrated, the project was conceived and prepared to improve the overall environment of the Kolkata and its surrounding area. The project for facilitating changeover to cleaner fuel and construction of CETP were prepared after due consideration of dire necessity of financial assistance required to be provided to such stakeholders. The stakeholders were taken into confidence while preparing the project.

Project objectives

Financial assistance will be provided for

• Adoption of pollution prevention option in units using small boilers and ceramic kilns through

• Phasing out of coal fired small boilers operating in KMC area with combustion efficient cleaner fuel (oil or gas) fired ones
• Adoption of end of pipe treatment for Galvanising units of Howrah by setting up of a Common Effluent Treatment Plant

• Capacity building of the stakeholders at all level through organising training programmes

• Awareness generation among stakeholders

Target groups

• Industrial units
  
  • operating with coal fired small boilers in Kolkata Metropolitan area changing over to combustion efficient cleaner fuel (oil or gas) fired ones;
  • operating coal fired ceramic kilns in Kolkata Metropolitan area converting to combustion efficient cleaner fuel (oil or gas) fired kilns.
  • Galvanising units of Natabar Paul Road, Howrah, installing a Common Effluent Treatment Plant for treatment of liquid waste.

• Workers of these units through
  
  • improved work environment
  • reduced occupational hazards
  • increased productivity and enhancement of their skill.
    

• Industries using small boilers of steam generation capacity < 2 ton and operating within KMC area, the Ceramic units operating within KMA and the Galvanising units operating in Howrah through

• relieve from regulatory threat
• redressal of public resentment
• ensuring long term financial savings.

• The State Pollution Control by solving the environmental problem of these units;

• The environmental condition of this area; and

• The residents of the Kolkata and its surroundings as a whole.

Project budget

Total project cost = Rs. 16.49 crores

ICEF contribution = Rs. 4.80 crores

WBPCB = Rs. 4.18 crores

Stakeholders contribution = Rs. 7.51 crores

Status of the project

A Steering Committee consisting of representatives from State Government, WBPCB, ICEF, Industry Associations and academic institutions will review the status of the project time to time.
