As per direction of the Hon’ble Supreme Court of India in the matter of W.P. No. 657 of 1995 regarding implementation of the Hazardous Wastes (Management & Handling) Rules, 1989 and their subsequent amendments, the West Bengal Pollution Control Board hereby notifies the following :

  1. The quantity and nature of hazardous chemicals used in the plant and hazardous waste generated,
  2. The Consent to Establish, Consent to Operate and Hazardous Waste Authorization conditions in respect to the unit,
  3. The release of pollutants – air emission, water discharge and solid wastes.

 

Status of Implementation of the Hazardous Waste (M & H) Rules, 1989
in the State of West Bengal

The Board has completed the inventorisation of hazardous waste generating units in the state. The present inventory is as follows :-

  • No. of units identified - 502
  • Total hazardous waste generation - 0.21 million tonnes per year
  • No. of units that have been closed for not complying with the provisions of the Rules - 8
  • Units that have constructed on-site hazardous waste storage facilities - 96
  • Units that are constructing on-site storage facilities after obtaining the Board's approval - 24
  • Units that have on-site hazardous waste incinerators - 6
  • Units that are installing incinerators - 2
  • Common Hazardous waste treatment, storage & disposal facilities :-

Two CHWTSDFs are coming up in the state – one at Dankuni, Hooghly and the other at Haldia, East Midnapore.

The Haldia facility is being developed by the Haldia Development Authority with M/s Ramky Enviro Engineers of Hyderabad as the BOT operator. The site is expected to be ready by mid 2005. This site will cater to the whole of West Bengal.

The Dankuni facility is being built by the Bengal Chrome Chemical Manufacturers Association (presently having 7 members – 6 bichromate mfg. units and 1 chrome oxide mfg. unit) with technical help from the National Productivity Council. The development of the site is almost complete and is expected to be ready for use by early 2004. This site is intended for disposal of the chrome waste generated by the member units after preliminary treatment.
