Guidelines for Registration of Non-Government
Organizations (NGOs) in West Bengal Pollution Control Board
(WBPCB)
Criteria for Registration of
NGOs:
The criteria for the registration for NGOs with WBPCB are as
follows:
The NGOs should be those registered under a
relevant Central/State Act.
The organisations should be non-profit and
non-political.
The organisations should have a minimum three-years of
experience in the areas of environmental related
activities.
Rules Governing Registration:
All the organisations interested in getting
themselves registered with WBPCB, should submit their
application along with Registration Form, which is enclosed
at Annexure ‘A’
WBPCB will complete the registration process within 45
days of receipt of a complete Registration Form along with
all the enclosures indicated in the Registration Form.
The organisations, which are found suitable for
registration with WBPCB, will be sent a written communication
bearing Registration Number allocated uniquely to them.
The Registration Number will have to be quoted by the
registered organisation in every correspondence with
WBPCB.
The registered organisation will provide audited annual
report to WBPCB on yearly basis.
The registration will be valid initially for a period of
two years.
The renewal of registration, beyond a period of two
years, could be considered by WBPCB on a specific request
made by the already registered orginasation, wherein the
Organisation will have to provide additional information, if
required by WBPCB.
The Organisaations, which are at present enlisted in
WBPCB, will have to apply afresh for registration as per the
procedure stipulated above.
In the event of the WBPCB observing any conduct on the
part of non-governmental organisation, unbecoming of such an
organisation, the WBPCB will have the right to cancel the
registration after advising the reason, and that the
WBPCB’s decision in this regard will be final.
Interaction with WBPCB:
All the NGOs may interact with WBPCB. Specific
facilities will be available only to NGOs registered with
WBPCB.
The organisations shall be informed to attend seminars,
workshops etc held by WBPCB on environmental issues.
An open regular two way communication process will be
maintained with the NGOs registered with the Board, with the
objective of sharing additional data/ information and
discussions regarding their activities in conservation of
nature and natural resources.
In addition to the seminars, workshops etc. held time to
time in the Board and in other organisations, WBPCB shall
hold half yearly meetings with the registered NGOs to
increase interaction for betterment of standard of work.
WBPCB shall also highlight rules and regulations of
various environment related issues for the benefit of the
people through these NGOs.
All the NGOs will interact with a Nodal Officer in WBPCB
for the purpose of registration and their activities on
environment related issues time to time. Shri Arup Guchait,
Information Officer( e-mail: garup@wbpcb.gov.in), WBPCB is
appointed as Nodal Officer who shall interact with NGOs on
sustained basis.
Mode of Data sharing:
WBPCB shall continue to share information through
various news letters & other papers, and also through
website, e-mail and letters.
The NGOs shall also submit the data available with them
regarding conservation on nature, natural resources and
pollution control as well as information on other related
issues, which may be used for the benefit of the people.
The information about any survey, research work etc.
conducted by any NGOs shall be shared with WBPCB either free
of cost or through a reasonably priced document.
Review:
The Board may, from time to time, review and modify
guidelines for Registration of NGOs and their interaction
with WBPCB.
The Board, on reference from any affected party, and for
good and sufficient reasons, may review and modify this
regulation.
Interpretation:
In case of disputes regarding interpretation of any of the
provisions of this Regulation, the decision of the Board shall
be final and binding.
