World Environment Day (WED), celebrated every year on the 5^th of June, is one of the prime means through which mass environmental awareness is stimulated. In 2003, the theme was "Water - Two Billion People are Dying for it!". This theme had been chosen to support the United Nations International Year of Freshwater, 2003. Over the years, the West Bengal Pollution Control Board (WBPCB) has undertaken a host of events to commemorate this special day. This year, Shri Buddhadeb Bhattacharya, the Hon’ble Chief Minister of West Bengal and Shri Manabendra Mukherjee, Minister-in-Charge, Environment & Information Technology, Government of West Bengal, were part of the WED celebrations of WBPCB. The following key events marked the celebrations of WED 2003:

• Like every year, a Sit & Draw Competition was organised for children at the Netaji Indoor Stadium, Kolkata. This was primarily aimed to generate awareness for environmental protection among the 194-odd participants of age groups 8-12 years and 12-16 years. To encourage the young participants, Shri Manabendra Mukherjee, Minister-in-Charge, Environment & Information Technology, Government of West Bengal and Shri Hirak Ghosh, IAS, Principal Secretary, Department of Environment, Government of West Bengal and Chairman, West Bengal Pollution Control Board, were present in the occasion.

• Shri Buddhadeb Bhattacharya, the Hon’ble Chief Minister of West Bengal, launched a sophisticated mobile air quality monitoring laboratory, which is equipped to monitor air quality and meteorological parameters.

• For the second consecutive year, the WBPCB, on WED 2003, distributed Environment Excellence Awards to the industries who have significantly contributed in furthering the environmental agenda. This award, as part of a collaborative venture of the WBPCB and the Indian Chamber of Commerce (ICC), certainly encouraged the industries to improve further.

• The first prize was jointly shared by Haldia Petrochemicals Ltd. and Bakreswar Thermal Power Project, WBPDCL.
• Indian Aluminum Co Ltd, Belur Works bagged the second prize.
• ITC Ltd, Unit Tribeni received the third prize.

• Three other organisations from the service sector were felicitated with the Environmental Appreciation Certificate in recognition of their commendable efforts to safeguard the environment.

• The Chief Minister, Shri Buddhadeb Bhattacharya released two books on environmental concern.

• ‘WBPCB-A Quinquenniel Report-April 1998-March 2003’ is an overview of the activities of the West Bengal Pollution Control Board during the past five years.
• Paribesh Bandhab Gramin Projukti is an approach to provide technology-driven solutions in ameliorating the condition of the people living in the villages of West Bengal.
