A meeting was held on 10th July 2003 in the Conference Room of Paribesh Bhawan to discuss the issues relating to rainwater harvesting in West Bengal. Shri Hirak Ghosh, Principal Secretary, Department of Environment and Chairman, West Bengal Pollution Control Board chaired the meeting.

The issues discussed and the decisions taken in the meeting, were as follows:

  1. Pertaining to the Prime Minister’s announcement to declare Water Conservation as a national mission, the Chairman, WBPCB said that a wide publicity should be given to the Prime Minister’s suggestions (copy attached) and programmes drawn up to implement them.
  2. It was decided that the HPL and the IWMED would jointly organise demonstration projects in rainwater harvesting for a few schools in Haldia.
  3. Shri Amit Chaudhury of Patton gave a presentation of a model on rooftop rainwater harvesting, that had been used in the BDO office, Andal and other places. According to his calculations, the approximate cost of harvesting rain from a rooftop of an area of 1000 Sq.ft. would be Rs.12,000/-
  4. There was a difference of opinion about the feasibility of the groundwater recharging. Doubts persisted about the usefulness of recharging groundwater in Kolkata as the water table had gone down by 5-9 meters below ground level in the past 40 years and consequently a high cost would be involved in recharging the groundwater. In this connection, it was decided that Dr. Asish Ghosh, Director, CED would prepare a document on the experience on rainwater harvesting in the State.
  5. The representative from the Central Ground Water Board (CGWB) said that it would publish a status paper on the ground water in Kolkata.
  6. The Confederation of Indian Industries (CII) proposed a full day workshop/ seminar on water conservation in Kolkata.
