World Bank Aided Project on "Capacity Building for Industrial Pollution Management" (CBIPM)
Project Details
The West Bengal Pollution Control Board is currently implementing the World Bank assisted Capacity Building for Industrial Pollution Management Project. This is a part of the capacity building project of Ministry of Environment and Forests, Government of India under active financial and expert support of the World Bank. The Government of West Bengal has decided to provide 15% out of the total project cost of Rs. 130 Crores. The project will help the Board to build-up proper knowledge for scientific inventorisation of hazardous wastes and identification of illegal dump sites which is a pre-requisite for determining of environmental risk from mismanagement of hazardous wastes. Obviously, the knowledge regarding the assessment of human health risk associated with illegal dumping of hazardous wastes would be achieved through studies regarding the nature of contamination, its spread and possible plume direction through the use of computer stimulation model. Various options of remediation which in turn is based on the study referred above can be known along with technology involved as also cost for such remediation. Subsequently, understanding the effectiveness of remediation will help the Board in the ultimate objective of rehabilitation of contaminated sites for restoring its original value for effective development and industrial growth. The environmentally and socially acceptable remediation model will be replicated throughout the country. Ultimately through the project proper institutional framework and capacity of the Board for holistic management of hazardous waste would be achieved. As a part of this capacity building the Bank is also financing the Environment Compliance Assistance Centre, West Bengal for its functioning during the project period as also its necessary augmentation.
This is a part of the process of fulfillment of integrated environmental compliance and management aimed by Ministry of Environment and Forests, Government of India in its National Environmental Policy.
Project Objective
The development objective of the project is (i) to build tangible human and technical capacity in selected state agencies for undertaking environmentally sound remediation of polluted sites (ii) to support the development of a policy, institutional and methodological framework for the establishment of a National Plan for Rehabilitation of Polluted Sites (NPRPS).
The project will achieve its objective by (a) using a project-based learning approach and providing support to effective knowledge dissemination; (b) supporting the NPRPS by putting together a methodological framework for inventorying of polluted sites, assessing social costs and benefits, public health and ecosystem risks, best practice assessments of contaminated sites and implementation of plans for cleanup/remediation, in accordance with the intended land use or containment of pollution whichever is feasible; (c) undertaking prototypical investments in remediation of hazardous waste and old dump sites suitable for scaling up; and (d) providing support for improved industrial compliance in project areas.

Project Components
Component 1: Strengthening of Environmental Institutions
This component is aimed at building the capacity of the environmental institutions for addressing pollution remediation issues through targeted technical assistance in inventorisation and site assessment studies, trainings, laboratory infrastructure enhancement and establishment and support of Environment Compliance Assistance Centre (ECAC).
Component 2: Investments in Priority Investments and Environmental Improvements
Remediation of a group of seven legacy polluted sites in Hooghly district and closure/ containment of the old Dhapa dumpsite in Kolkata will be conducted in West Bengal as part of this component.
